Instructions
Boil potatoes in salted water until fork-tender, then drain and mash with butter, milk, salt, and pepper.
Sauté onion and carrots in a skillet, then add ground beef and cook until browned.
Add garlic, tomato paste, Worcestershire sauce, and beef broth; simmer until thickened, then stir in peas.
Spread meat mixture in a baking dish, top with mashed potatoes, and create ridges with a fork.
Bake at 400°F (200°C) for 20-25 minutes until golden and bubbly, then cool slightly before serving.
Notes
For a richer flavor, use homemade beef broth and fresh vegetables.
