Instructions
Preheat oven to 400F (200C).
Boil potatoes and cauliflower until fork-tender, then mash with milk, butter, parmesan, garlic powder, onion powder, and salt.
Saute onions, mushrooms, and carrots in olive oil; add ground beef and cook until browned. Stir in broth, tomato paste, Worcestershire, and rosemary; simmer 8-10 minutes. Add peas.
Spread mashed vegetables over the beef mixture in a skillet, smoothing the top.
Bake for 25-30 minutes until golden; optionally broil for 2-3 minutes. Rest for 5-10 minutes before serving.
Notes
Use a sharp knife to mince mushrooms for even cooking.
