Instructions
Preheat oven to 325°F. Line an 8x8 baking dish with parchment paper and spray with cooking spray.
Mix powdered sugar, baking powder, oat flour, cocoa powder, salt, and chocolate chips in a bowl.
In a large bowl, combine sugar with boiling water, then add melted butter, vanilla, and eggs; mix well.
Stir dry ingredients into wet mixture until just combined. Pour into prepared pan.
Bake for 45 minutes, cool for 2 hours before cutting.
Notes
For extra fudginess, slightly underbake and let cool completely.
